§ 53 Finanzen
1 Der Kantonsrat beschliesst den Voranschlag und den Steuerfuss und genehmigt die Rechnung. 2 Er beschliesst unter Vorbehalt der Rechte des Volkes über neue Ausgaben. 3 Über neue einmalige Ausgaben bis 5 Millionen Franken und neue jährlich wiederkehrende Ausgaben bis 500 000 Franken entscheidet er abschliessend.
