1 Der Finanzhaushalt des Kantons, der Bezirke und Gemeinden ist gesetzmässig, sparsam, wirtschaftlich sowie auf Dauer ausgeglichen zu führen. 2 Voranschlag und Rechnung richten sich nach den Grundsätzen der Transparenz, Vergleichbarkeit und Öffentlichkeit.
