Local Democracy, Economic Development and Construction Act 2009
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
101 Preparation and publication of scheme: existing EPB
(1) This section applies where one or more of the authorities that have undertaken a review under section 100 conclude that the exercise of the power to make an order under section 95 or 96 would be likely to improve— (a) the exercise of statutory functions relating to economic development and regeneration in an area of an EPB or a proposed area of an EPB, or (b) economic conditions in such an area. (2) The authorities may prepare and publish a scheme relating to the power ... in question. (3) The reference in subsection (1) to an area of an EPB includes an area that would cease to be an area of an EPB if an order were made in relation to that area under section 96 (dissolution of an EPB's area).

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
