Local Democracy, Economic Development and Construction Act 2009

Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

104A Non-constituent members of a combined authority

(1) A combined authority may designate a body other than a constituent council as a nominating body for the purposes of this Part. (2) A body may be designated under subsection (1) only if the body consents to the designation. (3) A nominating body of a combined authority may nominate a representative of the body for appointment by the authority as a member (a “non-constituent member”). (4) The non-constituent members of a combined authority are to be non-voting members of that authority unless the voting members resolve otherwise. (5) A resolution under subsection (4) does not permit non-constituent members to vote on a decision whether the combined authority should consent to the making of an order under this Part. (6) This section is subject to regulations under section 104C(4) (disapplication of this section). (7) In this section “constituent council”, in relation to a combined authority, means— (a) a county council the whole or any part of whose area is within the area of the authority, or (b) a district council whose area is within the area of the authority.

One line that says what changes, such as "Halve the dog tax".

Who it helps, what it costs, what it fixes. It is what persuades people to support it.

A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Think it through

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
