Systembetreiber ist die Stelle oder sind Stellen, die in rechtlicher Hinsicht für den Betrieb eines Systems verantwortlich sind. Ein Systembetreiber kann auch als Verrechnungsstelle, zentrale Vertragspartei oder Clearingstelle agieren.
