RSA 52 Village Districts
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

52:18 Taking Land.
If any such district cannot obtain for a reasonable price any land or easement in land required by it for its purposes it may, through its commissioners or other duly authorized agents, make and file in the town clerk's office of each town in which such land is situated a description thereof by reference to permanent bounds or other means of description, and may petition the selectmen of the town or towns in which the district is situated for the assessment of the owner's damages. All subsequent proceedings and rights of all parties in interest shall be the same as in taking land for highways located in one town, or 2 adjoining towns, as the case may be. Source. GL 107:4. One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
