Zuständige Konzessionsbehörden 1 Die Zuständigkeiten für die Erteilung und wesentliche Änderung einer Konzession sowie der Ausübung des Heimfallrechts richten sich nach der Verfassung der Stadt.2 2 Für Entscheide betreffend Konzessionsänderungen von untergeordneter Natur und für die Übertragung einer Konzession ist der Stadtrat zuständig. 3 Entscheide über die Aufnahme von Verhandlungen im Hinblick auf Konzessionserneuerungen obliegen dem Stadtrat.
