§ 2 Entschädigungsgrundsätze
Die Entschädigung für fluglärmbedingte Beeinträchtigungen des Außenwohnbereichs bestimmt sich nach der Schutzwürdigkeit des Außenwohnbereichs und nach der Wertminderung durch die Fluglärmbelastung unter Berücksichtigung der Intensität der Fluglärmbelastung, der Vorbelastung und der Art der baulichen Nutzung der betroffenen Flächen.
