Auf Grund des § 31 Absatz 4 Satz 3 und Absatz 6 Satz 3 des Gesetzes über die Deutsche Bundesbank in der Fassung der Bekanntmachung vom 22. Oktober 1992 (BGBl. I S. 1782), die durch Artikel 12 Nummer 1 Buchstabe b und c des Gesetzes vom 5. Februar 2009 (BGBl. I S. 160) eingefügt worden sind, verordnet die Bundesregierung:
