Housing and Planning Act 2016
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
96 Objectives of housing administration
(1) A housing administrator has two objectives— (a) Objective 1: normal administration (see section 97), and (b) Objective 2: keeping social housing in the regulated sector (see section 98). (2) Objective 1 takes priority over Objective 2 (but the housing administrator must, so far as possible, work towards both objectives). (3) It follows that, in pursuing Objective 2, the housing administrator must not do anything that would result in a worse distribution to creditors than would be the case if the administrator did not need to pursue Objective 2. (4) A reference in this Chapter to the objectives of a housing administration is to the objectives to be pursued by the housing administrator.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
