Wireless Telegraphy Act 2006
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
34 Statement of policy
(1) OFCOM must prepare and publish a statement of their general policy with respect to— (a) the exercise of their powers under sections 32 and 32A; and (b) the uses to which they are proposing to put information obtained under that section. (2) OFCOM may from time to time revise that statement as they think fit. (3) Where OFCOM make a statement under this section (or revise it), they must publish the statement (or the revised statement) in such manner as they consider appropriate for bringing it to the attention of persons who, in their opinion, are likely to be affected by it. (4) OFCOM must, in exercising their powers under sections 32 and 32A, have regard to the statement for the time being in force under this section.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
