§ 5. Võõrkeel ja vähemusrahvuse keel
(1) Iga muu keel peale eesti keele ja eesti viipekeele on võõrkeel. (2) Vähemusrahvuse keel on võõrkeel, mida vähemusrahvusest isikud on Eestis põliselt kasutanud emakeelena. (3) Vähemusrahvusest isik käesoleva seaduse tähenduses on Eesti kodanik, kes omab kauaaegseid, kindlaid ja kestvaid sidemeid Eestiga ning erineb eestlastest keele poolest.
