Es wird jeder nationalen Gruppe empfohlen, vor Bezeichnung ihrer Kandidaten den obersten Gerichtshof des Landes sowie die juristischen Fakultäten und Schulen und die sich mit dem Rechtsstudium befassenden nationalen Akademien und Sektionen internationaler Akademien zu Rate zu ziehen.
