Art. 78
Mit einer Volksinitiative kann verlangt werden: a. die Total- oder Teilrevision der Verfassung; b. die Annahme, Änderung oder Aufhebung eines Gesetzes; c. die Aufnahme von Verhandlungen im Hinblick auf den Abschluss, die Änderung oder die Kündigung eines völkerrechtlichen Vertrags oder eines Konkordats, falls diese dem fakultativen Referendum unterstellt sind oder dem obligatorischen Referendum unterliegen; d. die Annahme, Änderung oder Aufhebung eines dem fakultativen Referendum unterstellten Dekrets des Grossen Rates.
