1 Das Gesetz regelt die Art der Behandlung der Initiative durch den Grossen Rat sowie das Verfahren der Volksabstimmung, wenn der Initiative ein Gegenvorschlag gegenübergestellt wird. 2 Die Artikel 173 und 174 über die Verfassungsrevision bleiben vorbehalten.
