1 Der Grosse Rat tritt regelmässig zu ordentlichen Sitzungen zusammen. 2 Wenn ein Fünftel seiner Mitglieder oder der Staatsrat es verlangen, tritt er zu einer ausserordentlichen Sitzung zusammen. 3 Er ist nur beschlussfähig, wenn die absolute Mehrheit der Mitglieder anwesend ist.
