1 Bestehen Zweifel, ob an einer Tatsache ein öffentliches oder ein schützenswertes privates Geheimhaltungsinteresse besteht, wird das Bestehen eines Amtsgeheimnisses vermutet bis die Anstellungsbehörde bzw. der Gemeinderat darüber entschieden hat.
