1 Abfälle dürfen nur auf Deponien abgelagert werden. 2 Wer eine Deponie errichten oder betreiben will, braucht eine Bewilligung des Kantons; sie wird ihm nur erteilt, wenn er nachweist, dass die Deponie nötig ist. In der Bewilligung werden die zur Ablagerung zugelassenen Abfälle umschrieben.
