Unabhängigkeit 1 Die Finanzkontrolle ist bei der Ausübung ihrer Tätigkeit an die gesetzlichen Vorschriften, an diese Verordnung und an das Pflichtenheft gebunden, sonst aber fachlich selbständig und unabhängig. Administrativ untersteht die Finanzkontrolle dem Vorsteher des Finanzdepartementes. 2 Die Finanzkontrolle verkehrt mit allen Abteilungen und Unterabteilungen sowie mit der Geschäftsprüfungskommission (GPK) direkt. Dies gilt auch gegenüber Institutionen und Personen ausserhalb der städtischen Verwaltung, die der Prüfungspflicht durch die Finanzkontrolle unterstehen.
