Die Sitzung ist nicht öffentlich. Sie beginnt nach dem Aufruf der Sache mit der Darstellung des Sachverhalts durch den Vorsitzenden oder das von ihm als Berichterstatter bestellte Mitglied. Der Vorsitzende leitet die Verhandlung, Beratung und Abstimmung. Der Vorsitzende hat dahin zu wirken, daß der Sachverhalt ausreichend geklärt wird. Jedes Mitglied des Zulassungsausschusses kann sachdienliche Fragen und Anträge stellen.
