Beschränkung 1 Der Bestand der Spezialfinanzierung darf 25 Prozent des Kontengruppensaldos (vor Einlagen in und Entnahmen aus Spezialfinanzierung) nicht übersteigen. 2 Nicht verwendete Mittel der Kontengruppen, welche die Beschränkung von Abs. 1 übersteigen, fallen den allgemeinen Mitteln zu.
