Public Bodies Act 2011
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
21 Restriction on transfer and delegation of functions
(1) An order under the preceding provisions of this Act may not transfer any function to— (a) a charity, or (b) a person not otherwise exercising public functions who is not a charity, unless the charity or person has consented. (2) An order under the preceding provisions of this Act may not transfer an excluded function to a person not otherwise exercising public functions. (3) In subsection (2) “excluded function” means— (a) a function of a tribunal exercising the judicial power of the State, (b) a power to make subordinate legislation, (c) a power of forcible entry, search or seizure, (d) a power to compel the giving of evidence, or (e) any other function the exercise or non-exercise of which would necessarily interfere with, or otherwise affect, the liberty of an individual.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
