RSA 19-J New Hampshire Council on Developmental Disabilities
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
19-J:4 Executive Director; Staff.
The council shall select an executive director by a vote of a majority of all voting council members. The executive director shall be in the classified service of the state and shall perform such duties as the council may require. The council shall maintain sufficient staff, supervised by the executive director, to carry out the duties of the council. The hiring of staff shall be done in accordance with state personnel policies and procedures except that the state shall not apply hiring freezes, reductions in force, prohibitions on staff travel, or other policies, to the extent that such policies would impact staff or functions funded with federal funds and would prevent the council from carrying out its functions under the DD Act. One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
