Art. 23
1 Der Staat setzt sich zum Ziel, in Zusammenarbeit mit dem Bund, anderen Kantonen und dem Ausland insbesondere: a. Aufgaben gemeinsam zu lösen; b. das gegenseitige Verständnis der Bevölkerungen auf- und auszubauen sowie einen Beitrag zur Bewahrung des Friedens zu leisten. 2 Er tritt dafür ein, dass der Bund die Eigenständigkeit der Kantone wahrt.
