1 Die Mitglieder des Kantonsrates werden nach Proporz gewählt. 2 Sie werden in den Wahlkreisen St. Gallen, Rorschach, Rheintal, Werdenberg, Sarganserland, See-Gaster, Toggenburg und Wil gewählt. 3 In jedem Wahlkreis werden so viele Mitglieder gewählt, als es seinem Anteil an der Zahl der Einwohnerinnen und Einwohner im Kanton entspricht. Das Gesetz bezeichnet die Grundlage der Berechnung.
