Constitutional Reform and Governance Act 2010
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.
Change 1
3 Management of the civil service
(1) The Minister for the Civil Service has the power to manage the civil service (excluding the diplomatic service). (2) The Secretary of State has the power to manage the diplomatic service. (3) The powers in subsections (1) and (2) include (among other things) power to make appointments. (4) But they do not cover national security vetting (and, accordingly, subsections (1) and (2) do not affect any power relating to national security vetting). (5) The agreement of the Minister for the Civil Service is required for any exercise of the power in subsection (2) in relation to— (a) remuneration of civil servants (including compensation payable on leaving the civil service), or (b) the conditions on which a civil servant may retire. (6) In exercising his power to manage the civil service, the Minister for the Civil Service shall have regard to the need to ensure that civil servants who advise Ministers are aware of the constitutional significance of Parliament and of the conventions governing the relationship between Parliament and Her Majesty's Government.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
