Norme comuni 1 La tassa base annuale è dovuta indipendentemente dall'esposizione o meno di rifiuti, riservate eventuali eccezioni (segnatamente artt. 2 cpv. 3, 1 3 cpv. 3, 1 5). 2 La tassa base è dovuta dalle persone fisiche residenti nel Comune (comprese le residenze secondarie) e dalle attività economiche operative sul territorio giurisdizionale di Lugano, al momento della fatturazione. Essa è fissata per anno civile ed è interamente dovuta, anche se la residenza o l'operatività sono inferiori all'anno civile. 3 La tassa base è esigibile entro trenta giorni dalla fatturazione; sulle tasse non pagate è computato un interesse di mora a partire dalla notifica del richiamo di pagamento.
