RSA 29-A Defense and Indemnification of County Officers and Employees
Write the words of this act the way you think they should read. Solon shows your change as a redline against the published text and pins it to that exact text, so it can never be applied to wording you did not see.

29-A:1 Statement of Policy.
It is the intent of this chapter to protect county officers, trustees, officials and employees who are subject to claims and civil actions arising from acts committed within the scope of their official duty while in the course of their employment for the county. It is not intended to create a new remedy for injured persons, nor to waive the sovereign immunity of the county which is extended by law to county officers, trustees, officials and employees. The doctrine of sovereign immunity of the state, extended to the counties by law, and the extension of that doctrine to officers, trustees, officials or employees of the county or any agency thereof acting within the scope of official duty and not in a wanton or reckless manner, except as otherwise provided by statute, is hereby adopted as the law of the state. Source. 1979, 114:1, eff. Jan. 1, 1980.

One line that says what changes, such as "Halve the dog tax".
Who it helps, what it costs, what it fixes. It is what persuades people to support it.
A proposal here is not law. Support on Solon is evidence that people want the change; the official route says what it takes to make it law.

Ask what your change would do, who would gain and who would bear a cost, and where something like it is already law. The assistant reads your draft as it stands, cites the law and the studies it finds, and takes no side. What you file stays yours.
