Stellung 1 Die Finanzkontrolle ist das oberste Fachorgan der Finanzaufsicht des Kantons. Sie unterstützt: a) den Kantonsrat bei der Ausübung der Oberaufsicht über die Staatsverwaltung und die Gerichte; b) die Regierung und die Departemente bei der Ausübung der Dienstaufsicht über die Staatsverwaltung. 2 Die Finanzkontrolle ist fachlich unabhängig und selbständig. Sie ist in ihrer Prüfungstätigkeit ausschliesslich Verfassung und Gesetz verpflichtet. 3 Die Finanzkontrolle ist administrativ dem Finanzdepartement zugeordnet.
